IN THE BOOK “LIFE AND DEATH OF THE GREAT CITIES, ENAUDI 1969”, JANE JACOBS WRITTEN: "THE STREETS AND SIDEWALKS ARE THE MOST IMPORTANT PUBLIC PLACES OF A CITY AND IT'S MOST VITAL ORGANS." FROM THIS REFLECTION THE RESEARCH PROJECT ,CARRIED OUT IN ROME, IS DEVELOPED AN URBAN REGENERATION OF THE STREET PUBLIC SPACE THROUGH TACTICAL URBANISM AND SPATIAL DESIGN INTERVENTIONS TO LIVE THE STREET AS A SOCIAL, DEMOCRATIC AND SUSTAINABLE PLACE FOR CITIZENS.

Summary

THE RESEARCH PROJECT IS DEVELOPED IN ROME, THE EAST PERIPHERY OF THE CAPITAL, IN AN URBAN QUADRANT DELIMITED TO THE NORTH BY STREET PRENESTINA AND SOUTH BY STREET CASILINA, WITH THE STREET TOGLIATTI DIVIDING THE QUADRANT IN THE MIDDLE. IN THIS AREA THERE ARE FOUR URBAN CENTRALITIES THAT ARE: "MIRTI-CENTOCELLE" ; "QUARTICCIOLO"; "ALESSANDRINO" AND "TOR TRE TESTE" DISTRICTS. THE PROJECT PROPOSES A MODIFICATION OF THE PERIMETERS OF THE URBAN CENTRALITIES, TO CONNECT THE DISTRICTS IN A SINGLE CIRCUIT OF ECO-SUSTAINABLE SPACES THROUGH TACTICAL URBANISM AND PUBLIC DESIGN INTERVENTIONS. AT URBAN SCALE ON THE SMART CITY MODEL, THE PROPOSAL PRESENTS THREE MAIN STRATEGIES: “GREEN CONNECTION”, THAT IS CONNECTION BETWEEN THE NATURALISTIC PARKS AND THE HISTORICAL CULTURAL VALUES OF THE PLACE; “CENTRALITY INTERACTION SISTEM”, THAT IS INTERACTION BETWEEN DISTRICTS THROUGH THE RE-PROPRIATION OF THE PEDESTRIAN STREET SPACE; “SLOW EVOLUTION”, THAT IS RE-MENDING OF URBAN FABRICS WITH THE STREET. AT THE DISTRICT SCALE, THE PROJECT PROPOSES A STREET CONNECTION WITH A SMART ECO-SUSTAINABLE INFRASTRUCTURE SYSTEM, TO BE DISTRIBUTED ALONG THE MAIN PATHS. THE PURPOSE OF THE STUDY IS TO DESIGN A MODEL-PROTOTYPE FOR MAPPING AND CATEGORIZATION OF THE STREET PUBLIC SPACE, WITH A METHODOLOGY THAT STARTS FROM A CLASSIFICATION OF FIVE CATEGORIES OF PUBLIC SPACE LINKED TO THE STREET: GREEN PUBLIC SPACE , SQUARE PUBLIC SPACE , PARK(ING) PUBLIC SPACE ,STREET PUBLIC SPACE ,STREET-SERVICE PUBLIC SPACE.THESE FIVE MACRO CATEGORIES CONTAIN MICRO CATEGORIES OF LOW ENVIRONMENTAL IMPACT INTERVENTIONS, WHICH ARE IN COMPLIANCE WITH  THE PRINCIPLES OF NATURE BASED SOLUTIONS. THE PURPOSE IS TO IDENTIFY PROJECT REFERENCES ON THE METHODOLOGICAL AND OPERATIONAL PLAN THAT CAN BE EXPORTED TO OTHER SIMILAR URBAN CONTEXTS DEVELOPING NEW WAYS TO LIVE THE URBAN STREET SPACE.(IMAGE1)

THE RESEARCH PROJECT IS BASED ON THE PROJECT PRINCIPLES OF THE "GREEN CITIES", MEASURES ADOPTED IN THE FIELD OF ENVIRONMENTAL SUSTAINABILITY, THROUGH RESPECT OF ESSENTIAL PARAMETERS SUCH AS THE CIRCULAR ECONOMY OF MATERIALS, ACCESSIBILITY OF PUBLIC GREEN SPACES, MOBILITY AIR QUALITY AND REPROPRIATION OF THE PUBLIC SPACE. THE RESEARCH PROJECT PROPOSES THREE ECO-SUSTAINABLE STRATEGIES: FOR THE ENVIRONMENTAL SYSTEM, FOR THE MORPHOLOGICAL SYSTEM AND FOR THE MOBILITY SYSTEM. FOR THE ENVIRONMENTAL SYSTEM, THE STRATEGY IS A "GREEN CONNECTION", THAT IS THE CONNECTION BETWEEN THE NATURALISTIC PARKS, THE HISTORICAL-CULTURAL HERITAGE AND THE ARCHAEOLOGICAL PARK SAFEGUARDING THE URBAN ECOSYSTEM AND BIODIVERSITY. THE OBJECTIVE IS THE RECOVERY, RECLAMATION AND DESIGN OF EDUCATIONAL SPACES WITH URBAN GARDENS FOR KM 0 PRODUCTS AND THE DESIGN OF GREEN CORRIDORS WITH TREE-LAYED PATHS AND CYCLOPEDONAL PATHS. FOR THE MORPHOLOGICAL SYSTEM, THE STRATEGY IS "CENTRALITY INTERACTION SYSTEM" ON THE IDEA OF THE SMART CITY, THAT IS AN URBAN RE-SEWING BETWEEN THE NEIGHBORHOODS THROUGH AN INTERCONNECTED NETWORK OF PUBLIC STREET SPACES REGENERATED WITH ACTIONS OF TACTICAL URBANISM DESIGN. FOR THE MOBILITY SYSTEM, THE STRATEGY IS “SLOW EVOLUTION”, THAT IS A RE-SEWING OF URBAN FABRICS ACROSS THE ROAD. THE OBJECTIVES ARE THE DESIGN OF AN URBAN AREA WITH A SPEED LIMIT OF 30 KM \ H, CICLOPEDONAL CONNECTIONS, BIKE-SHARING AND PUBLIC TRANSPORT CONVERTED TO ELECTRICITY (IMAGE2). THE PROJECT PROPOSES PUBLIC DESIGN INTERVENTIONS DESIGNED ACCORDING TO THE PRINCIPLES OF ENVIRONMENTAL SUSTAINABILITY AND CIRCULAR ECONOMY: PHOTOVOLTAIC TOTEM OBELISKS WITH THE FUNCTION OF INFORMATION SYSTEM FOR CITIZENSHIP, CHEMICAL ANALYSIS OF THE AIR AND EBIKE RECHARGE SYSTEM. THE ECO-SUSTAINABLE OBSERVATORY TOWER THAT PRODUCES ENERGY FOR THE DISTRICT, DESIGNED WITH A PHOTOVOLTAIC ROOF AND A MICROEOLIC SKIN.

Key objectives for aesthetics and quality

THE AIM OF THE PROJECT IS TO RE-THINK THE STREETS AS PUBLIC SPACES AT THE CENTER OF DISTRICTS LIFE, REMOVING SPACE FROM CARS AND TO ENCOURAGE THE USE OF ALTERNATIVE MOBILITY FOR DAILY COMMUTING, THROUGH THE DEVELOPMENT OF AN INTEGRATED NETWORK OF PUBLIC SERVICES DEDICATED TO PEDESTRIANS. AND CYCLISTS. THE THEME OF AESTHETICS AND URBAN QUALITY TRANSLATES INTO THE TRANSFORMATION OF THE STREET INTO A SOCIAL AND WELCOMING SPACE, IN TERMS OF SAFETY AND ENVIRONMENTAL COMFORT.THE AIM IS TO DESIGN NEW PUBLIC SPACES INSTEAD OF INTERSECTIONS, OPEN SPACES, PARKING LOTS THROUGH THE IMPLEMENTATION OF LIGHT, ECONOMIC, EXPERIMENTAL INTERVENTIONS. ANALYZING THE STREET THROUGH SPATIAL DESIGN, THE PROJECT PROPOSES A RECONNECTION OF THE STREET PUBLIC SPACE BY DESIGNING ECO-SUSTAINABLE AND SMART ELEMENTS TO SUPPORT THE DISTRICTS, SUCH AS INFORMATION TOTEMS, OBSERVATORY TOWERS THAT PRODUCE RENEWABLE ENERGY, SEATING AND PLANT PERGOLAS (IMAGE4). “PARKING PUBLIC SPACE” INTERVENTION (IMAGE5-IMAGE6): THE STREET IS TRANSFORMED THROUGH INTERVENTIONS OF TACTICAL URBAN PLANNING AND DESIGN OF CYCLE AND PEDESTRIAN PATHS THAT CONNECT A SERIES OF PUBLIC SPACES SUCH AS A FORMER PARKING LOT TRANSFORMED INTO A PUBLIC SQUARE FOR EVENTS AND PERFORMANCES; NEW PLANTING OF TREES, EXTENSION OF COLORED SIDEWALKS, PLAYGROUND AND ELEMENTS OF PUBLIC DESIGN.“SQUARE PUBLIC SPACE” INTERVENTION (IMAGE7-IMAGE8): THE CARRIAGE SQUARE TRANSFORMED INTO A PEDESTRIAN ZONE BECOMING A HUB OF AGGREGATION FOR CITIZENS. EXTENSION OF SIDEWALKS, PARKLET AND CATCH CO2 FLOORING, CYCLO AND PEDESTRIAN ROUTES AND STOPS FOR ELECTRIC PUBLIC TRANSPORT.“STREET-SERVICE PUBLIC SPACE” INTERVENTION (IMAGE9-IMAGE10): SPACE IN FRONT OF THE PHARMACY REGENERATED THROUGH NEW FLOORING AND TREES. A PEDESTRIAN PUBLIC SPACE CONNECTED TO THE DISTRICT WITH CYCLE PATHS AND STOPS FOR PUBLIC TRANSPORT, TRANSFORMED INTO AN EMERGENCY HEALTHCARE SPACE TO SUPPORT THE PHARMACY WITH THE DESIGN OF REMOVABLE AND TEMPORARY ECO SUSTAINABLE MODULES.

THE ONLINE QUESTIONNAIRE IS A SOCIOLOGICAL SURVEY ON THE PERCEPTION OF THE URBAN LANDSCAPE, TO UNDERSTAND WHAT ARE THE PLACES OF THE PRESENT AND THE FUTURE. THE FORMAT CONSISTS OF A FIRST PART ON THE EVALUATION OF THE PUBLIC SPACE AND GREEN AREAS, A SECOND PART ON THE EVALUATION OF THE STREET AS A COLLECTIVE PUBLIC SPACE AND A THIRD PART ON THE PROPOSALS AND STRATEGIES FOR THE DESIGN OF SPACES WITH THE INVOLVEMENT OF CITIZENS. WHAT EMERGED SHOWS HOW THE INHABITANTS FREQUENT PUBLIC SPACES IN AN UNEVEN WAY, CROSSING BUT NOT STOPPING IN PLACES BECAUSE ARE UNLIVABLE AND UNSAFE; THE ROAD IS PERCEIVED WITH A STRONG SENSE OF INSECURITY WITH ABSENT OR INADEQUATE PEDESTRIAN AREAS. AMONG THE PROPOSALS ACCEPTED BY THE COMMUNITY THERE ARE: TACTICAL URBANISM INTERVENTIONS ON ROAD SPACES THROUGH PARTICIPATORY PLANNING AND SELF-MANAGEMENT SPACES, PEDESTRIAN-FRIENDLY INTERVENTIONS, SELF-CONSTRUCTION OF URBAN DESIGN ELEMENTS AND CARE OF GREEN PUBLIC SPACES. THE CULTURE WITH INITIATIVES SUCH AS ART INSTALLATIONS, WORKSHOPS, STREET ART, EVENTS AND SHOWS. THE PRIMARY SERVICES AND CLEANING, INSERTION OF PUBLIC TOILETS, DRINKING WATER FOUNTAINS AND BINS.
