Summary
The project “Share the City”:
Offer to new district residents of “Maison Blanche” in the city of Neuilly sur Marne, as soon as they arrive, services to live better, travel less, and integrate into a peaceful city. This offer is accessible and free for everyone, regardless of the standard of living of the inhabitants.
Key objectives for sustainability
Improve the quality of life, sharing a sustainable district becomes accessible through the service platform offered to the citizens for better and smarter consumption, repairing instead of throwing away, onboarding local stakeholders, accessing short circuit products, sharing your car instead keeping it for yourself. Services include:
- On demand receipt and storage of parcels
- Conciergerie services such as: pressing, shoe repair, local library, administrative assistance, office services (printing & copy), liaison with local craftmanship & services …
- Fresh food from “local vegetable gardens”
- Mobility services such as: vehicle repair, car sharing, long-term rental of electric bicycle …
This value proposition is achieved thanks to the support of City of Neuilly sur Marne Mayor Mr Zartoshte Bakhtiari, the mobilization of citizens, and the involvement of several private companies such as : conciergerie O2 , Communauto, Smiile, Veligo, Partager La Ville… brought together by the promoters of the project and CDU.
The objective: respect and share the nature and the city, thanks to a service platform designed from the start of the project.
Key objectives for aesthetics and quality
In support of the concept of "services to residents", the concierge reception area has been designed for the arrival of the first residents, before the finalization of the real estate project.
This structure, named La Cabane, is located in the heart of Maison Blanche site: a strategic place to meet people and create social links between the inhabitants of this new district. La Cabane is a “temporary bubble” made with recycled materials.
When the development program is completed, the conciergerie will be able to move into a more permanent building, but still in the heart of the district.
Outdoor parking spaces have been reserved for shared mobility, as well as storage spaces for electric-powered bicycles.
In a next stage, a full mobility hub is under construction, and will see its completion during phase 2 of the project.
Thus, the services offered fit harmoniously into the heart of the neighborhood, beyond the functionality of services that are offered.
Key objectives for inclusion
Neuilly sur Marne, located in the Paris region to the east of Paris, is a city with a young population, and local elected officials are particularly attentive to the participation and inclusion of so called “Nocéens”.
Local authorities consider essential to welcome the inhabitants by offering services accessible for all, that means without economic barriers.
Traditionally, these services are proposed by companies for their employees, or in “luxury” real estate complexes where residents can afford to pay significant lease charges.
The originality of the project lies in the fact that the conciergerie services are free of charge so that everyone can benefit from them without financial selection. To achieve this, CDU has obtained the support of the eight building developers part of the project: Bouygues Immobilier, Marignan, Eiffage Immobilier, Nexity Apollonia, Kaufman & Broad, Vinci Immobilier, Icade, have agreed to allocate a financial participation per m² exclusively dedicated to the resident services, in consultation with the mayor and his elected representatives. All services were made available from the start of apartment delivery - despite the successive periods of confinement linked to Covid, which made the implementation of services somewhat more complex.
To achieve these objectives and obtain the support of future residents, participatory workshops were organized by Grand Paris Aménagement, with the support of the City of Neuilly sur Marne under the theme "Live-Breath -Innovate".
The Mayor, Zartoshte Bakhtiari, continues to be personally involved in the workshops, which are ongoing for the rest of the neighborhood, including the next phases of construction, and in setting up services for the site's inhabitants.
Results in relation to category
Reinvented places to meet and share:
The conciergerie services are integrated in a physical location, centrally located in the heart of the neighborhood, this has proven to be a major asset, which can be explained by:
- The help when moving in, in a particular, sensitive, and challenging period.
- Inclusion of new residents in a new city, welcoming them into a new community.
- Sharing new tools.
- Integration of new habits, including shared mobility.
Despite the particular period of successive confinements the results are very positive: during the 1st quarter of 2021, many services have already been used by the inhabitants of Maison Blanche in Neuilly sur Marne:
- Car sharing
- Dry cleaning
- Sale of bread and pastries, particularly appreciated during the mandatory closing of shops.
- Fresh fruit and vegetable baskets from local producers
- Requests for handyman services
- administrative assistance and car washing
The other proposals will be developed and will highly contribute to the resumption of a normal public life.
Already more than 200 families have signed up, and there are frequent exchanges with the neighborhood association to organize events.
How Citizens benefit
Prior to the construction of the district, the developer Grand Paris Aménagement organized several participatory workshops with the developers and future residents of the district. The elected officials of the City of Neuilly sur Marne were able to join the residents in these citizen workshops.
A welcome booklet was written to provide information on the services offered, and the service companies came to present their project at several meetings. A neighborhood application and a website have also enabled the involvement of future residents.
A Facebook site has been opened "La Conciergerie O2 Maison Blanche", and the neighborhood association created by the residents (APMB) is associated with local events and information with the conciergerie.
Thanks to this information, more than half of the families have already signed up for the Conciergerie, the shared cars are regularly used, and the residents will soon be able to take advantage of electrically assisted bicycles.
All these services shared by the new residents of a neighborhood have given it a common identity, based on services that are rewarding, easy to use and beneficial in terms of quality of life. They have a direct impact on the life of civil society.
Innovative character
An innovative, credible, sustainable, and replicable project:
The concept of a "service district" in the Maison Blanche district of Neuilly sur Marne:
- Is forward-looking, while relying on a return to the traditions of the caretakers. Its accessibility and free access for all make it particularly innovative and unifying.
- Transforms the physical caretaker's office into a meeting place, a centrality in a village square - it thus makes it possible to encourage social relations, their integration into the cit.
- Digital technology, and communication tools such as: ordering, booking and managing product/service sharing, are not the basis of the concept, but helps make the services more fluid.
Thanks to the set-up established by CDU, financed by the group of building developers, and supported by the political vision of the City of Neuilly sur Marne and the Mayor, the project could be implemented with a viable economic model.
