Summary
Buildings and living spaces are becoming the core economic problem in order to maintain the high level of prosperity in the European community and to significantly increase the quality of buildings. Our financial strength must be used in a highly efficient and sustainable/lifecycle-oriented manner. Regional circular economy, the digitization of construction processes and serial production are the supporting pillars.
The dilemma is that although people are interested in this, there is a lack of knowledge across the board, which means that the options for action are greatly reduced. Unfortunately, this cannot be remedied with the known political tools.
The solution is practical and interactive AWARENESS EDUCATION, as a common foundation, which has a strong influence on the secondary planning and decision-making processes.
For this transformation, people need a common place where interests and knowledge can be networked and made fit for the future.
The EXPO is therefore at the center of a model region for sustainable housing and quality of life, taking into account the architectural and social needs of all sections of the population.
Every citizen (regardless of social class; whether administration/mayor/local councillors, from education, people at risk of poverty or entrepreneurs) finds solutions and support for their individual or collective problems there. It is essential that the added value of very high quality standards is always the focus for investors and is brought into line with the level of knowledge of the trade.
All in all, solving "small" individual and large social problems creates a new regional awareness, which forms and strengthens regional ties.

With the exception of a few lighthouse projects, the Austrian real estate portfolio is only managed. Potentials for a sustainable upgrading remain untapped by the different social classes within the framework of their financial ability to act and existing knowledge.
Politics, science and business agree that building efficiency must be significantly increased, but there are completely different views on the question of how this should be achieved.

The views on the topic of overall efficiency of buildings are so far apart from trade, industry and energy service providers that good solutions in the interest of property owners seem impossible or are only possible in certain cases through existing market mechanisms.
On the one hand, our society wants cheap energy, our economy needs cheap energy (cheap energy is an important factor in global and European competition), on the other hand, ecology and sustainability are becoming an important economic factor.
It is about solving this fundamental contradiction.
The building stock is the key sector for a sustainable change in our energy system. The key to this lies in the awareness of efficiency, quality and regionality, which in turn is the basis for regional and national value creation, a lively working environment with corresponding social effects.

The project is technically mature and can be implemented at any time. For this purpose, an initial spark is to be given by setting up a real laboratory and thus networking and deepening the interests of the local partners. Then the detailed planning can be started (a suitable location already exists).

New services work when the benefits for people are recognizable.

The method of raising awareness does not exist anywhere in the world in this quality. The previous method for the social problem was, as a rule, a free consultation.

Disciplines/knowledge reflected
All planning fields from landscape planning, energy space planning, traffic planning, architecture, building physics, building biology, building chemistry, building technology to software development were integrated through the planner network. As a result, a consistent scheme for building simulation and building evaluation could be developed.

In a simulation room, visitors can playfully and methodically:

- Get to know solutions
- Assess qualities (air quality, light quality, comfort, building physics, building biology, efficiency, ...)
- Optimize qualities (compare, test, check)
- Evaluate and discuss measurement results
- Experience effects (test living)

How stakeholders are engaged
The project was conceptually set up by the Enerquent planner network in 2013 and began with the exchange of ideas between 243 local craft businesses and 43 industrial product manufacturers. In the course of a leader project, the regional policy was then informed and technically examined.

Real estate owners are currently acting according to short-term and unecological priorities, because 16 percent put saving money first when choosing a product. Another 16 percent see energy-efficient product properties as sustainable. For 15 percent it is the longevity of the product. Ecological materials in a building material or its recyclability play an absolutely subordinate role for builders as long as they cannot see any real financial advantage.

The simulation space can easily be transferred to other regions (a comprehensive offer would be extremely useful), perhaps with a different focus (depending on regional characteristics). The online simulation room can be accessed internationally without barriers (e.g. from elementary schools to universities).
