Summary of the initiative: The idea is to completely restore the central square of the town of Sarnitsa, since due to financial reasons only half of the central square has been renovated. The center has not been renovated for more than 40 years - the tiles and benches were broken, there was no lighting. The goal is to achieve completeness, since this is the central square, which is also the appearance of the settlement.
General goal: Finalizing the central square by improving the aesthetics and quality of the common spaces.
Target groups: residents of the municipality, visitors, guests, tourists.
Specific goals: Carrying out construction and installation works to complete the central square.
Expected results: Improved infrastructure and appearance of the central part. Created conditions for better cultural life.
In 2020, the Municipality of Sarnitsa implemented the project "Restored central place (square) in the town of Sarnitsa, Sarnitsa Municipality". The activities were implemented under the "Beautiful Bulgaria" program, with half of the funding coming from the municipal budget and the other half national funding under the program. With the provided budget, half of the central part of the city was renovated, which had not been renovated for more than 40 years - the tiles and benches were broken, there was no lighting. With the implementation of the project, construction and demolition works were carried out, consisting of laying a new pavement of highly pressed blocks and curbs, single and double benches with pergolas, as well as waste bins. A children's playground with swings and two large combined children's facilities was built. An electrical network was built, and the center already has lighting with lamps placed on poles and lamps installed in the pavement. Due to financial problems, only half of the central place was renovated. The other half was not.

The project fully meets the understanding of sustainability, as it provides benefits to the target groups (the population of the Municipality of Sarnitsa and its guests) for a long period of time, including after the completion of the project. The central part of the city is publicly accessible and its maintenance is fully undertaken by municipal administration employees. With the budget for the implementation of the project from 2020, covering half of the city center, it was possible to carry out only the following activities: laying tiles, curbs, benches, pergolas, waste bins and children's facilities. On a voluntary basis, residents participated in the improvement of gardens and green areas. Trees, shrubs and flowers have been planted. The gardens were decorated with stones in the form of flowing rivers.
Another aspect of sustainability is related to the fact that the "owner" of the product is the municipality, which in turn means that its use is guaranteed by all residents and guests of the municipality, as the main mission of the municipal administration is to take care of the well-being of its population and improve their way of life.
The Municipality of Sarnitsa is the youngest municipality in the Republic of Bulgaria at the moment. It has existed since 2015 and consists of three settlements - the town of Sarnitsa, which is the administrative center, and two villages - Pobit Kamak and Medeni Polyani. Although the municipality is newly established and did not have the opportunity to benefit from European funding during the 2007-2013 programming period, in just 9 years it has managed to implement over 40 projects, social and infrastructure, to improve the way of life of the population. Social projects are mainly related to the provision of services to disadvantaged people, and infrastructure projects are related to the construction of road and street networks, water supply and sewage, renovation of public buildings, equipment and furnishings.
A 3D visualization has been prepared to transform the remaining half of the central space. It is planned to create a square, place more benches, waste bins, alleys and a fountain. This will completely complete the appearance of the central part of the city. In addition to the design point of view, the completion of the center will also have a cultural aspect, as the space will also be used for social events that preserve and enrich the cultural life of the residents. The initiative can be an example in this context as it will provide an opportunity for cultural events.
The Municipality of Sarnitsa strives and makes daily efforts to build infrastructure that benefits citizens and improves their way of life. Such is the current project, with the implementation of which the central place of the city will acquire its appearance in a modern European city.
The goals related to the aesthetics of the project will be achieved after the implementation of the project and the completion of the construction and installation works of the remaining part of the central part, thus transforming the central part of the city from an inconspicuous and non-functional space into a modern central part accessible to people.
Regarding the quality of the experience - the project envisages that the space will be fully completed - thus the central part of the city will be visited by the population of the municipality, by guests, visitors, tourists completely free of charge.
Also, the Municipality of Sarnitsa is one of the few rural municipalities in the Republic of Bulgaria that has a preserved young population that has decided to live on the territory, and not in big cities or abroad.
In terms of inclusion – with the complete completion of the central city area, accessibility will be enabled, as an accessible urban environment will be built for people with disabilities and mobility problems. In this way, the restriction of certain groups of people will be avoided and everyone will have access to common spaces. Another aspect of inclusion is that, on a voluntary basis, residents will be involved in the improvement of gardens and green spaces – planting trees, shrubs and flowers.
On a voluntary basis, residents will be involved in improving the gardens and green spaces – planting trees, shrubs and flowers. The central city area is a place that is used by everyone, so with the participation of more people it will become more beautiful and welcoming.
The activities related to the central city area are set out in the Integrated Development Plan of the Municipality of Sarnitsa for the period 2021-2027. The plan was prepared in accordance with a communication strategy - it was presented to the public for public discussion, taking into account all comments and recommendations made by stakeholders. The plan and the activities in it were also adopted by the regional administration.
In addition, in the implementation of construction and installation works on the first half of the central area in 2020, citizens voluntarily participated by participating in the planting of trees, shrubs and flowers.
The initiative is an example of territorial renewal that combines sustainability, aesthetics and inclusion where people can meet each other.
The completion of the city center is essential, as it is the face of the city – its appearance. It is important not only from an aesthetic point of view, but also from a cultural one.

The completion of the central city area is part of the construction and installation works carried out in 2020. This initiative will provide an opportunity to finalize the central space, and this is the first such project for the municipality of Sarnitsa.
With its implementation, an opportunity was created for a place suitable for rest and relaxation. Such a space was missing until now.
The methodology used in the initiative is as follows:
- Identification of possible ideas, activities and/or initiatives;
- Assessment of feasibility (realism);
- Degree of impact (is it significant);
- Reach (what percentage of the population/target groups can benefit).
The main thing that can be shared and used by stakeholders is that the overall appearance of the central place of the town will be realized with the support of the volunteer work of the population, who voluntarily will make the gardens, planted grass, shrubs and trees, as well as it will be decorated to make it more beautiful. This is a great example of how people voluntarily get involved in initiatives to make their community more beautiful and usable.
