Live in BEIZAMA, in the center of Gipuzkoa, surrounded by nature.
With the aim of rejuvenating Beizama, 12 social housing units will be built in collaboration with the Basque Government, the Provincial Council of Gipuzkoa, and the Urkome rural development agency. These 12 homes will have their own gardens and common premises, to promote the circular economy and sustainability.

The “Ongi Etorri” project presented by a group of young Catalan architects was the winner in Beizama, and this will be the urban development project that will be carried out in Bizi Beizama (Live in Beizama)

The main objectives of this project are to fight against the depopulation of this rural town BEIZAMA and to offer work spaces to settle the population and prevent the sale from being only a dormitory space, combining it with a circular economic activity.

The homes will be for social rent, aimed at young people starting their activities and the most vulnerable sectors of society. The houses will be located in the city centre, so a private vehicle is not necessary for mobility.
The 4 new buildings will be connected by a new pedestrian street, which will allow universal accessibility to all the homes, promoting the meeting and the relationship between the new inhabitants. Various housing options will be offered for different types of families or individuals. In addition, the internal structure of the homes allows for grouping, dividing and opening up spaces.
The project complies with all building regulations, accessibility promotion, energy sustainability and waste management.
As for the aesthetics of the buildings, the project integrates the traditional Basque dwelling (farmhouse) into the urban environment and establishes a relationship with the neighbouring buildings (arcades). 1The orientation of the dwellings is North/South. The facades of the South side are equipped with large windows, allowing the entry of sunlight, reducing electricity consumption.
The buildings will have a heating system and DHW, that will work by means of a high-performance air-water heat pump to reduce energy consumption (aerothermal energy).
To control energy demand, buildings shall have a thermal envelope of such characteristics as to limit primary energy needs in order to achieve the thermal well-being of the use of the building.
The thermal installations available to buildings shall be appropriate to achieve the thermal well-being of their occupants and energy efficiency requirements.
The project will ensure adequate lighting facilities to meet the needs of users and at the same time be energy efficient. Buildings shall have electricity generation systems from renewable sources for own use or supply to the grid. In this sense, we must remember that in Beizama an energy community has been constituted, of which both the City Council and the neighbors who wish so, who benefit from the installation of existing solar panels in the municipal pediment.The energy certificate will be made with the recognized CE3X program and an energy rating A will be obtained.The project complies with the requirements defined in the Technical Building Code in Spain (CTE) DB HE Energy Saving. Complies with the provision of Law 4/1990 and Decree 178/2015, on the Energy Sustainability of the Public Sector in the CAPV.
And it also meets the requirements that are developed in the current Regulation of Thermal Installations in Buildings (RITE).

3The socially rented sheltered housing model promotes support for the most vulnerable members of society and their inclusion in the community. To further promote this inclusion, the project is located in the very center of the urban area, allowing communication by public transport with the neighboring municipality of Azpeitia, without the need to use the private vehicle.
Also, the necessary reservation for people with disabilities is provided.

The existence of a single elevator together with the interconnection between the buildings allows optimizing the investment to be made and guaranteeing access to all homes.

Beizama City Council is part of the Urola-Kosta Rural Development Association, having developed several initiatives within it. In 2017, when the process of preparing the General Urban Planning Plan was in its final phase, the City of Beizama and the URKOME Association developed a Plan whose main purpose was, on the one hand, to offer a residential alternative to the young people of the municipality and, on the other, to attract new inhabitants.
This Plan was developed during the years 2017 and 2018, and covered the following activities:
• Study of new housing needs.
• Preparation and conduct of surveys among potential housing claimants in Beizama.
• Development of meetings with interested persons.
• Preparation of a Final Conclusions Document.
• Presentation to the Housing Department of the Basque Government of the conclusions of the process.
The main documents of this process are attached under the heading Participation Plan that accompanies this application.
In relation to end users, the participatory process developed, the surveys, and the information activity carried out, have concluded that there is already a sufficient number of housing claimants in Beizama interested in the project.
The activity carried out by the City Council, through agreements and agreements with all the administrations and entities involved in the project has concluded positively, not only because a favorable result has been obtained (construction of the houses), but because the aforementioned houses are guided by principles of environmental sustainability, territorial balance, and social inclusion, which constitute a true innovation.

The main objective of the City Council of Beizama has been, during the last years, to fight against depopulation and offer affordable and public housing alternatives, both to the new generations, as well as to people who want to live in a quiet environment rich in natural resources, located a short distance from the headwaters of the area (Azpeitia and Tolosa).
This work has been developed in recent years, in collaboration with the Rural Development Association URKOME, with the Provincial Council of Gipuzkoa, and with the Basque Government (Department of Housing and Urban Agenda under the following formulas of collaboration and with the objectives mentioned below:
• Rural Development Association URKOME: Implementation of a participatory process aimed at knowing and promoting housing needs in Beizama, through meetings with interested people, preparation of surveys .....
• Provincial Council of Gipuzkoa: collaboration with the foral company ETORLUR for the acquisition of a building and its refurbishment for housing. The foral society will carry out the promotion of the houses, and the municipality of Beizama will urbanize the surroundings.
• Department of Housing and Urban Agenda of the Basque Government: signing of an agreement with the City Council by which the municipality cedes the necessary land, and the Basque Government proceeds with the construction of 12 social rental homes.

Then, professionals from the fields of Land Management, Urban Planning and Environment were brought into the project, in order to delimit the ideal space for the construction of the houses, to draft all the urban planning and management instruments, and finally to prepare the housing and premises projects themselves.
This whole process has been developed with the participation of the town's residents who have taken part in numerous meetings, both during the preparation of the General Urban Planning Plan and in the housing project that is now being presented.

The innovative character of the project lies in the treatment of public and private spaces, the versatility of the houses as well as the production center or workshop.
The workshops have a direct relationship with both the public space and the domestic interior of the houses. This double relationship allows an autonomous use of the locals of the workshop, a use from both sides - from the inside by its inhabitants, and from the outside by visitors / customers - and a completely private use without the need to use the external access. The simultaneous connection with a domestic and outdoor space allows the workshops to support different functions: community service, productive activity, expansion of housing.
Thus, housing acquires a new dimension: They are no longer simple sleeping spaces in small towns, but spaces that generate economy, culture, and give life to peoples in this globalized world where large cities become centers of economy, culture, etc. and small towns could only be dormitories.
The project develops a type of productive housing in the digital age, where thanks to the optical fiber that our municipality has makes viable the typology of productive housing even in the most remote points.
In addition, in accordance with the provisions of Article 10(4) of Decree 80/2022 of 28 June 2022 on the Regulation of Minimum Living Conditions and Design Standards for Housing and Endowment Accommodation in the Autonomous Community of the Basque Country, the project complies with the definition of an ‘InnovativeProject’,as it was the result of a competition for ideas involving a jury and aimed at innovation and experimentation in the field of housing and architecture (Annex 6).
The project wants to welcome the new town of Beizama. To offer housing that favours the implementation of new small-scale initiatives (workshops, businesses, life plans km 0) , enjoying a privileged relationship with the natural enviroment.
The workshops have a direct relationship with both the public space and the domestic interior of the houses. In this sense, the work at different levels has made it possible that this project is not simply or objective to be pursued, but a reality in the process of execution.

In this sense, the work at different levels has made it possible that this project is not simply or objective to be pursued, but a reality in the process of execution.
9. The project promoters consider that this type of initiative can be transferred to other small rural municipalities in the following aspects:
- development of a process of citizen participation.
- development of collaboration instruments between different public institutions, entities, professionals and groups that work in the rural environment.
- betting on rural housing integrated into the environment without assuming an aesthetic break with what already exists.
- Developing a model of accessible, sustainable and energy-efficient rural housing.
- Developing rural housing models that combine both residence and economic activity, to attract and stabilize the population in the rural environment, and promote human relations and the sustainability of the municipality itself.
Therefore, it is not only about recovering population but also developing new ways of life based on territorial balance, sustainability, the circular economy and rapprochement between people. Until now, housing proposals for small municipalities only covered the residence project, but this initiative aims to go one step further to become an alternative for life, work and human relations.

Therefore, it is not only about recovering population but also developing new ways of life based on territorial balance, sustainability, the circular economy and rapprochement between people. Until now, housing proposals for small municipalities only covered the residence project, but this initiative aims to go one step further to become an alternative for life, work and human relations.
This project aims to address the situation of territorial imbalance between cities and rural areas, an imbalance that is growing and whose consequences are evident.
Through this local initiative, Beizama wants to address this situation, offering alternatives for living and working to these twelve new families or cohabitation units. It is not just about offering a roof with more or less comfort, but an environment in which to live, work and socialize, and in which to enrich themselves and the community.
This promotion is also a step forward in the fight against climate change and in favor of sustainability. On the one hand, the characteristics of the homes and premises are totally sustainable. On the other hand, the fact of being able to work a few meters from the home in which one lives, means energy savings. Accessibility by public transport to the reference town in the region will avoid the use of private vehicles. All this leads to a minimization of emissions, one of the objectives of sustainability. Contribution to the local economy: The new inhabitants will benefit from the advantages of being able to supply themselves with meat, dairy products, vegetables, etc. produced in the town itself. They will use the existing local services, favouring their development….. They will also be able to develop new activities that will fit into the rural environment, but which will also involve a modernisation of the same, thanks to the fibre optic installations that already exist in the town.

Phase 2: Preparation and approval of the General Urban Planning Plan of the municipality, by the City Council. Enhancement of the Beizama core.
Phase 3: Realization of a Plan and its corresponding participatory process aimed at assessing the needs of new housing in Beizama, and identifying potential housing claimants. Objective: promote affordable public housing
Phase 4: Collaboration Agreement between the City of Beizama and the Basque Government.
5th Phase: Development of the necessary urban planning documents to enable the construction of the houses and delivery of the plot to the Basque Government.
Phase 6: Granting of the municipal building permit for the construction of the dwellings.
Phase 7: The City Council of Beizama has committed to make it easier for the Basque Government to use a plot next to the Church, intended for the use of parking linked to the new homes. In the 2025 budget, the amount necessary to grant the public deed and register in the Property Registry the ownership of the aforementioned plot of land has been provided.

In the 2025 budget, the amount necessary to grant the public deed and register in the Property Registry the ownership of the aforementioned plot of land has been provided.
