Someș Delivery is a project that challenges and tests the community's ideas for the reintegration of Someș into the life of the city of Cluj-Napoca. Thought in the long term, the project approaches a different segment of the river every year, on which it intervenes from a multidisciplinary, architectural-urban, cultural-artistic, multimedia, community and environmental protection perspective.

Summary
Someș Delivery is an independent project that represents the adaptation of the concept of Street Delivery, to a local reality, to the needs and expectations of the inhabitants of Cluj. Someș Delivery challenges and tests the community's ideas for integrating Someș into the life of the city of Cluj-Napoca. Thought in the long term, the project annually approaches a different segment of the river, on which it intervenes from a multidisciplinary perspective. Since the first edition (2015) of the event, we have aimed to draw the community's attention to Someș and increase the interest of the civic society and the local administration in appropriating the river and nature in the city.
Since then, every year, Someș Delivery approaches a different segment of the Someș River. We focus our efforts to give everyone the opportunity to experience the direct connection with the river and the nature present in the middle of the city of Cluj-Napoca. We collect stories related to the river from the inhabitants of the areas adjacent to it and analyze their needs, grievances and expectations that they have towards the river space. We build installations and facilities that provide the necessary infrastructure for activities on the waterfront, and then, during the two intense days of the event, we gather the community to participate in activities and water sports, workshops for children, guided tours, hiking by bike or on foot , sanitation actions, workshops supported by architects, urban planners, landscapers or biologists, concerts, public debates, communications and consultations on environmental issues and we encourage direct and participatory involvement.
Starting from 2021-2023, Someș Delivery has proposed to go outside the city of Cluj-Napoca and invite the discovery of Someș from its sources, to the localities in the metropolitan area of the city.
Since then, every year, Someș Delivery approaches a different segment of the Someș River. Key objectives for sustainability
For centuries we have modified rivers to better serve human needs, and through hydrotechnical constructions such as dams and dikes, we have corseted the waters. Climate change will cause more frequent floods and more dramatic droughts.
If at the European level, there is a vision of rivers as elements of socio-ecosystems, recognized primarily for their ecological value, the Romanian legislation is strict and regards rivers as water drainage and flood prevention channels. These belong to Romanian Waters Institution, and local administrations have just little leeway when it comes to redeveloping the banks. It's an engineering vision, in which hydrologists have the strongest say, naturally in a way, but which currently categorically excludes biologists, ecologists, landscapers, architects, artists and simple citizens from discussions about river development. That is why, in the long term, the stake is to have legislation focused on the ecological and landscape character of rivers and on their socio-cultural role. Without denying the hydrotechnical component, there is a need to bring good river remodeling practices, adapted to climate change, because it is obvious that current practices cannot respond to this new climate reality with more frequent floods and dramatic droughts. Discussions about rivers and planning theirs should not remain in a closed circle of technicians, but should involve local communities.
The punctual arrangements of the river in the city are welcome and represent a breath of oxygen literally and figuratively for the polluted and congested cities in which we live. But in the medium term there is a need to connect these spaces in a green-blue network that includes rivers, streams, marshy areas, lakes, reed beds and green spaces connected to each other. In such a network, in Cluj-Napoca, and not only, the Someș river and other water courses have the role of ecological corridors and corridors of alternative mobility, pedestrian and bicycle.

Someș Delivery has four components: space, events, community and environment. These components are inseparable and actually work together. For example, many events are specially designed to adapt to temporary arrangements in the space.
The SPACE component identifies the potential, problems and needs of each river segment, tests through temporary interventions ideas for landscaping the banks and organizes design and build workshops.
Temporary interventions in space can be: public places, pontoons, pavilions, shading, gradenes, observation towers, bridges, walkways by the water, water access stairs, playgrounds, artistic installations.
The EVENTS component animates the chosen river segment with events optimized specifically for that space, increasing the attractiveness of the banks, for different categories of people.
The events include concerts, performances, readings, book or material launches about rivers, debates about river development, workshops for children, kayak expeditions or the practice of various water sports.
COMMUNITY. This component launches a contest of interventions and animations open to all those interested, consults the inhabitants of the area regarding their relationship with the river and involves them in the project's activities.
Among the community-oriented actions are: contest of ideas, sociological and anthropological studies, newspaper with stories collected from people about the river, audio report about the river in the collective memory.
ENVIRONMENT. To raise awareness of the ecological dimension of the river, we organize guided tours on foot or by bicycle, hikes, sanitation actions, workshops on recycling and reuse, debates and presentations on environmental topics, brochures on the biodiversity of the river, citizen science workshops led by biologists . Key objectives for inclusion
Someș Delivery is an event without any kind of fee, and participation is not constrained by any kind of financial or other criteria. We promote diversity and tolerance by including the residents of the area regardless of ethnicity, religion, social class they belong to. Returning people and cities facing the river and democratizing public accessibility to the river space are the principles we campaign for. Moreover, anyone can contribute to the smooth running of the event through the Call for Volunteers section. Most of the volunteers are high school students in the city and students of architecture, landscape or arts and design, curious to learn how to build with natural materials and wood or learn more about environmental protection activities. Thus, in the week before the event, together with the volunteers and the winners of the installation competition, we put together the final preparations, implement the winning solutions, set up the pavilions that house the activities of the event days and carry out greening actions.
Given this nomadic character of the event, in every location we passed through, we were always interested in the local communities, the minorities present and especially their concerns and needs in relation to the river space. Thus, each edition was built based on an analysis of the local community in such a way as to fold as well as possible on their topics of interest and to bring them closer and integrate as much as possible in the whole process. Among these communities there were also farmers who had the arable land on the banks of the river, but we also collaborated with NGOs that represented the local communities. All these actors were always invited and involved in the debates and consultations organized within Someș Delivery, to share their needs and problems as well as their visions on the relationship with the Someș River.

Results in relation to category
The main impact that Someș Delivery had and which was from the very beginning one of the main goals of the project is reflected in the significant increase in the interest of the community and the local administration for the development of Someș and bringing into public discussion the issue of pollution and the main threats to green-blue corridor.
The first small victory was in 2015, after the first Someș Delivery edition, when a civic movement opposed the road widening project, the elimination of some green spaces with trees and the narrowing of the river, and the town hall took the decision to stop the project.
From 2015 until now, the project has evolved, especially in relation to the authorities and institutions that manage the waters, who initially reacted skeptically, then, seeing the impact of the various initiatives on the city and its inhabitants, became much more open and involved. Initially, any activities that touched the water were prohibited, and then gradually we were allowed different layouts and uses, even water sports. Cluj-Napoca City Hall launched a competition for a master plan of Someș at the metropolitan level for finding a unitary concept in the development of the river.
These relations were facilitated and encouraged by the mobilization of the civil society, which considered our efforts opportune. The local community and local authorities are beginning to see the potential of a good relationship with the river space.
Thus, in 2021 the Water Council was born, which is made up of representatives of our
MiniMass Association, local NGOs, representatives of all involved local administrations and water management institutions, but also architects, urban planners, ecologists, landscapers and activists. This organization has the role of coordinating the development strategies of localities, having as its main axis the ecological and mobility corridor represented by the Someș river.

How Citizens benefit
Knowing the users of the banks is an important part. We started with the first edition by carrying out sociological and anthropological studies of a general nature about Someșul from Cluj. In subsequent editions we tried a more focused approach and continued by collecting stories about the river from people who live in the proximity of the specific area of that year's edition. That helped us to find out more precise and particular things. Through the team that produces the Someș Expres newspaper, we managed to extract relevant information about the way the river is used, about the complaints related to the cleanliness of the water and the banks and the lack of facilities, but also information about the wishes and expectations related to the river. All these elements helped us to plan the sanitation campaigns, the events and the temporary arrangements.
At the city level, the aim is to bring people close to the river, through temporary facilities, through the accessibility of some routes by the water and through activation events. Innovative character
Novelty and diversity. One of the biggest challenges of the Someș Delivery team is also the one that makes the project unique - each edition takes place in a different location, on a different segment of the river. New location, new people, new features, new needs - thus, from one edition to another, Someș Delivery remains relevant in people's collective memory. This nomadic character of the event has the advantage of discovering and bringing to public attention different areas of the city and reaching different neighborhoods. But it also has the disadvantage of starting each edition from scratch, on somewhat unknown territory. The decision to make a nomadic event, which moves year by year, was taken looking at the particularities of the city of Cluj-Napoca, where the river runs through the city for a length of 17 km and each section of the river has very different characteristics and issues from social, urban, environmental, topographic or even hydrotechnical perspectives.
Each edition starts almost a year in advance by identifying the area. The team maps the area, walks the banks, identifies the qualities of the place, the shortcomings, the potential, talks with the local community and from there builds on the basis of this study, the theme of the edition and sets the stakes of the edition, i.e. those things that can be done with minimal interventions, those things that are worth subject to a contest of ideas and those things that are worth bringing to public attention and that we think are worth campaigning for.

Disciplines/knowledge reflected
Someș Delivery relies on interdisciplinarity and the involvement of as many relevant actors as possible in the search, experimentation and study processes. Ever since the first edition, we have been organizing an ideas contest every year, open to students, artists or citizens, and the proposals can be from layouts, to events, installations, performances and community initiatives. Both in this competition and in the organized workshops, participants were involved from fields such as architecture, urban planning, pesagistics, environment, design or even arts. Some of the installations made in the contests were designed from the early stages in the form of collaborations between architectural students and landscape students. For example, in the 2017 edition, a team made up of architect and landscape students proposed the creation of a floating island, anchored in the middle of the river, which they arranged with different species of plants and shrubs to contribute to its stabilization with the role of providing a shelter for the wild duck families of the area.
At the same time, during the conferences, debates and workshops that have as their main theme directions and strategies for the development of the areas adjacent to the water course, specialists from fields such as landscaping, architecture, ecology, biology,activists, cultural managers, environmental engineering, hydrotechnicians are always invited and involved and even representatives of the institutions that manage different areas such as Romanian Waters Institute, the Water Management Service or Hidroelectrica. Another important actor that is always involved in discussions focused on this topic is represented by the cycling community at the metropolitan level. The involvement and consultation of this community is defining in the good understanding of the development needs and good velo connectivity along the water course.
At the same time, during the conferences, debates and workshops that have as their main theme directions and strategies for the development of the areas adjacent to the water course, specialists from fields such as landscaping, architecture, ecology, biology,activists, cultural managers, environmental engineering, hydrotechnicians are always invited and involved and even representatives of the institutions that manage different areas such as Romanian Waters Institute, the Water Management Service or Hidroelectrica. Another important actor that is always involved in discussions focused on this topic is represented by the cycling community at the metropolitan level. The involvement and consultation of this community is defining in the good understanding of the development needs and good velo connectivity along the water course.
Methodology used
The first step of each edition is to explore and identify the area we are going to focus on that year. We explore the shores, identify the qualities but also the needs of the area, carry out small anthropological and sociological studies and this is how the first directions and stakes of the edition appear. All this is materialized in the form of a newspaper - Someș Expres and the realization of supporting themes for workshops and the solution competition, which have the role of responding to the main needs of each intervention segment.
Starting from the analysis of the space and the needs of the people, the plan of the edition is outlined. Each edition takes place over a weekend, from Saturday to Sunday, where events are concentrated.
In Romania, waters are very strictly regulated and that is why obtaining the authorizations and approvals necessary to carry out Someș Delivery was often complicated and took a long time. This is precisely why the authorization calendar must be aligned with the event, so that the entire bureaucratic authorization process begins two months before the event.
There is no form of authorization for temporary installations in the public space, as such they are included under the general umbrella of the event. This public demonstration authorization is issued for a maximum period of one month. In cases where we wanted certain arrangements to remain for a longer time to be used outside of the Someș Delivery weekend, in the everyday life of the residents, we extended the authorization from month to month. Those installations that were close to people and successfully used remained in the public space for several years or even became permanent, with periodic maintenance by our team. At the same time, from the metropolitan perspective, starting from 2021, the Someș Delivery stake was to search for methods of collaboration and alignment in the strategies of each locality, with the Someș Mic river as the main axis of regional development.

How stakeholders are engaged
It is important to say that we (MiniMass Association) are not alone in all these efforts. Someș Delivery is part of the United Waters of Romania (A.U.R.) campaign, initiated by the Ivan Patzaichin-Mila 23 Association, a campaign that proposes "non-formal education activities, greening and outdoor sports - in the hope of engaging communities in an exercise of discovering, valuing and protecting the waters that cross them, for the valorization of the riverside urban landscape".
In the period 2015-2018 Someș Delivery was organized by the MiniMass Association, with the support of the Cărturești Foundation, The Chamber of Architects in Romania, and from 2021 to 2023, the Someș Green-Blue Lane campaign was launched together with Clujul Sustenabil and Sustainably Organized Society , being part of the program With Clean Waters, implemented with the support of Lidl Romania.
The project received partnerships and the support of various large local events such as Smida Jazz, Electric Castle, Jazz in the Park.

Global challenges
All cities have historically had a direct relationship with water, because water is a vital element, a source of food and energy, and even a means of transportation. Unfortunately, most cities turned their backs on the river with industrialization. Waters have become waste disposal channels, routes of road and electrical infrastructure. The need to expand the city and prevent flooding was done by narrowing the riverbeds and damming them with concrete walls. Rivers in many cities have become concrete canals that have lost their natural character. This is what happened to Someșul Mic from Cluj on a large part of its urban route. In the 1960s, there were urban planning projects to return the city to Someș and several relaxation and leisure areas were set up near the water. It's just that the post-socialist transitional period meant a sharp degradation of green spaces and their abandonment. Today there is more and more talk among biologists, landscapers, urban planners and architects about the renaturation* of rivers and about the potential of rivers in the city from a sustainability perspective, about their socio-cultural role. But there is a long way to go before these discussions become realities of our cities. For this we need to understand and experience the benefits of urban rivers and get involved in the promotion of sustainable urban policies for rivers.

Learning transferred to other parties
If small steps have been taken in Cluj-Napoca towards the return of the city to Someș River, by initiating projects for the development of green spaces in the proximity of the water, there is still a long way to go until we can walk Someș from one end of the city to the other, on shores. And there is an even longer way to an ecological corridor from the springs of Someșului Cald si Someșul Rece, all along Someșului Mic. Such an ecological corridor, with bicycle paths and non-invasive facilities, could constitute an urban mobility alternative for those who live in the metropolitan area of Cluj-Napoca, but work in the city, and could constitute a recreation area for all the world.
For now, there are serious problems with the management of waste stored on the banks and which inevitably end up polluting the waters. For a better collaboration between the decision-makers to solve these problems, we proposed the establishment of a Water Council, i.e. a kind of Think-tank for the promotion of good river management practices and which would include institutions, authorities, architects, urban planners, ecologists, landscapers and activists from all the cities that the Someș River crosses.
At this moment there is a proposal for a collaboration protocol, a document signed between the decision-makers.
Starting from 2021 to 2023, Someș Delivery has proposed to go outside the city of Cluj-Napoca and invite to the discovery of Someș from its sources, to the localities in the metropolitan area of the city. Moreover, through an association with other local NGOs and specialists from the university environment, a collaborative civic approach of advocacy and involvement, more focused on mediation between the administration and residents, began. This gave birth to the Water Council, an organization that can raise awareness of the need to relate to the Someșul Mic river as the main axis of regional development.
For now, there are serious problems with the management of waste stored on the banks and which inevitably end up polluting the waters.
