Description of the project
Summary
The aim is to deal with a phenomenon which is present in the urban environment and everyday life of Tirana's citizens, the informal interventions that have happened in the course of the last 30 years.
With the fall of communism, the country found itself in a chaotic state, which largely impacted the capital. Interstate migration, unstable political status, lack of urban plans and property regulations were the causes that led people to take on the role of the architect and design their own space.
The aim of this project is to acknowledge this reality as a phase of Tirana's urban development and a characteristic of the city's identity and cultural heritage.
While other building periods and styles are well documented in books and archives, there is no proper analysis of the urban anomalies that appeared in the 90's.
After documenting and analyzing this reality we can have a broader knowledge of our identity, learn from it, understand social behaviors, become more aware of the environment, and in the future, contemplate possible ideas for interventions and plans to foster better development.
The second phase of the project aims is to bring this topic closer to the audience by engaging digital & visual artists to take inspiration from these phenomena and produce artworks that depict the reality from their perspective. The mediums used in the completed phase of the project include photography, 3D modelling, collage art, illustration and audio-visual installation and animation. These works were exhibited in a local gallery providing visitors with the opportunity to view the artworks and engage in open discussions on the topic. Visitors shared their own views and experiences, reflecting on how these phenomena unconsciously shaped and affected their lives, making them more resilient and prone to adaption.
It's fascinating how lack of knowledge can shape a city, with adaptive and creative solutions which are anomalies, but work together to produce a complex, functional

Key objectives for sustainability
Tirana is going through a period of urban development where many old buildings are being demolished to give space to new constructions of the high-rise typology. This is creating a messy, noisy and polluted environment reducing the quantity of parks and green areas in the city.
The extensions and new structures that were built during the urban anomalies period have adapted to the existing buildings and infrastructure and they have become a part of the identity. This project is a step forward in the promotion of Tirana’s existing buildings which have a significance and value. By documenting and studying these structures, it enables the exploration of innovative approaches to planning around them, contributing to the prevention of additional destruction. It promotes the reuse of existing structures and draws insight from self-designed spaces to meet people’s needs in future developments.
Many of the urban anomalies involve addition of greenery on balconies, green terraces and creation of communal gardens and parks in the neighborhoods. This project documents and encourages such practices.

Key objectives for aesthetics and quality
One of the projects highlights is the exhibition that was open to the public and involved 4 artists using different types of mediums with aesthetic values:
Photography – Different areas of the city, deep in the neighborhood, have been visited and photographed by capturing scenarios which you can easily miss while you walk in these alleys. High quality photos with appealing perspectives and points of view have been used to create a board of more than 100 photos which show the true spirit of these areas. To expand the audience reach, these and additional images are shared on social media platforms to engage more people and spark curiosity.
3D modelling – The informal settlements and transformations have been modelled in 3D and exhibited in the form of a proper architectural typology research, introducing to the audience categories and analysis of interventions.
Digital collage - Types of urban interventions reimagined through digital collage and fragmented images as abstract dreamscapes.
Illustration - Playful recreation of the city’s urban landscape through an interactive illustration of interventions and scenarios.
Animation & Audio-Visual Installation - Sensorial experience of complete immersion within Tirana's neighborhoods through cinematic 3D audio visual art.
It is the first time that such a topic has been used as basis of inspiration for artists to get together and create a public event.

Key objectives for inclusion
- The online social media platform of the projects is an interactive space where everyone is welcome to share their pictures and share their stories, making everyone feel part of this initiative.
- It uses public and private funding to hire artists to showcase their work, in a country where the art scene lacks funds and professionals struggle to find work and promote themselves.
- It shifts the attention from the center and promotes areas that are located in non-touristic neighborhoods, exhibiting them and showing their values just like other central areas of the city, trying to show the true identity.

Innovative character
Urban Anomalies stands out as an innovative project in urban development, distinct from mainstream actions in its multifaceted approach and transformative impact. Unlike conventional initiatives, this project focuses on an undermined topic and unnoticed reality.
The project's uniqueness lies in its documentation and research of a drastic change in Tirana’s structure, recognizing it as a crucial urban development phase.
In an innovative manner, Urban Anomalies presents reality to the public by producing artistic works through photography, 3D modelling, collage, illustration, and audio-visual installations. This artistic dimension adds depth, capturing the emotional & cultural aspects of the urban transformations. The project's focus on the 90s urban anomalies, often overlooked in traditional archives, provides a fresh perspective on the city's identity and cultural heritage.
The project's educational impact extends to architecture and design students, fostering a deeper understanding of unconventional urban structures. Additionally, it breaks away from the traditional funding model by securing support from the Swiss Embassy, showcasing a novel approach to financing art projects in a context where funding for the arts is often scarce.
It actively resists the current trend of demolishing old structures for high-rise constructions, advocating for the preservation and reuse of existing buildings. By highlighting the green additions and communal spaces created during the anomaly period, the project contributes to a more sustainable and community-centric vision of urban development.
The inclusion of diverse artists and their works in the public exhibition, supported by online platforms, demonstrates the project's commitment to inclusivity and community involvement. The collaboration with artists from various disciplines not only enriches the project but also sparks a broader cultural conversation about the relationship between urban anomalies and creative exploration
